Dear Mr. Anderson,

You sent us Mrs. Carr's address on 14th December and, as I mentioned on the 'phone, we have got her papers up here to see what effect a grant from the Hong Kong War Memorial Fund might have on her national assistance allowance. I find, however, that there is no mention at all of the allowance of 27s. 6d. from "another fund" to which the Hong Kong War Memorial Fund refer. She has been getting national assistance of 21s. 6d., as they say, increased not long ago to 25s. 6d., but says she has no other income: she does refer, however, to receiving late in 1950 a gift of £100 from a Hong Kong Benevolent Fund and also £200 war damage compensation, and we knew of these sums in assessing her grant. She did also send back her national assistance order book in March 1950 saying she didn't need it because she was in receipt of a "monthly remittance" for an indefinite period, and no further national assistance was paid her until she reapplied in November, 1950: she told the officer then that her son had been keeping her for the previous nine months but could no longer afford to do so.

If she is in fact now receiving 27s. 6d. a week from some fund (but I think there really must be some misunderstanding about this), the amount of national assistance properly payable would be only 8s. 6d., and any further grant from another fund would have to be set off against this 8s. 6a. If in fact she has no income but national assistance, the Hong Kong War Memorial Fund could pay her up to 10s. 6d. without affecting our grant at all.

Would you like to clear the matter up with Hong Kong and let us know the answer, and whether the War Memorial Fund are going to pay her any allowance? We should be glad to hear from you in due course.
